We haven't really even established if Sartoxian's even have cities. They're an offshoot of the Tsir that live underground, so they wouldn't really live in a traditional city.

In order to survive as a species, you are right to assume they need some sort of settlements, and, in order to defend themselves from the Laserak or Envork, maybe even fortresses. However, I haven't planned out much in the way of details for any of these three races, largely because those details are unimportant to the surface races that I have placed my focus upon. One important thing to keep in mind, however, is that these races are Tsir and not Human, and as such they do not share many of our traditional institutions (like the concept of nations or a typical human military heirarchy). Sartoxian may be a bit more territorial than Tsiradhel, however, because of their war with the Laserak and competition for resources. I'm sorry I can't give you the answer you're actually looking for at this time, though.
